She doesn't reply. Ready isn't the word. Prepared, maybe. Documented, certainly. But ready implies confidence, and confidence left the building six months ago when ASQA published the final Practice Guides seventeen days before the new Standards took effect.
The End of Procedural Comfort
The VET sector perfected the art of procedural compliance. Training and assessment strategies documented to the pixel. Validation schedules colour-coded and calendar-blocked. The entire apparatus optimised for one purpose: surviving the audit.
The 2025 Standards demolish this arrangement.
The legislative architecture has been bifurcated: the rules now separate what you must prove about education from what you must prove about legitimacy. The Outcome Standards govern learning. The Compliance Standards govern governance. Both matter. But they matter differently.
The Two-Year Domestic Delivery Rule
The most consequential change: new providers must now deliver training to domestic students for two consecutive years before becoming eligible for CRICOS registration.
The strategic intent is transparent. Previously, an entity could incorporate yesterday and apply for international registration tomorrow, launching as an export-only education business with zero domestic reputation, zero local accountability, zero track record.
The Pain That Produces Transformation
The sector is being forced to mature. ASQA's Annual Report 2024-25 describes the year as having "implemented the most significant regulatory reform in over a decade."
For providers who built their operations on marginal compliance, this is extinction pressure. The regulatory environment no longer tolerates the bare minimum. Demonstrable quality is the price of continued operation.
The sector will consolidate. Marginal providers will exit. What remains will be leaner, more robust, more trusted.
